tips for small scale expansion

Hi everyone,
Im finding this forum a treasure trove, thanks for all the good information that so many take the time to share. I have a few questions about buying little hosting companies that I see semi regularly here. for example "32 cpanel users" and things like that. I am actually interested in buying some users or a small existing business with leased hardware, and in fact just saw something that looked good here a couple days ago for about $7000. I run a IT consulting company, and am just getting into hosting and have started with a VPS and am hosting some of my customers now. I’m interested in expanding the hosting. I might possibly be buying a local company if he sells, but in the meantime…

my questions are these:

how many people have bought a business on here? it seems extremely risky, is there any buyer protection from fraud?

do you recommend any other sites or ways to conduct that kind of business sale? or is some third party used sometimes for the funds transfer?
