Out going email are not working in my windows 2003 plesk server with horde

hi all
can any body have the knowledge on this
Out going mails are not working or some time too dealy. i am using windows 2003 plesk9.2 with horde mail.
I have a cent os cpanel server, if i fails the mail issue in windows server how can i re root the mail to my linux server
