Where could I get the shared Hosting CPU Protection software?

I will start my hosting business in April.
I have a question about the CPU usage software.

I am the customer of BlueHost, they have a good CPU usage and MySQL slow manage software.
I think this software should be free(or be an open source software), but I couldn’t find it.

Here is the software I could find only : http://www.mattheaton.com/?p=208, but it is too expensive.
PS : There is the Matt Heaton / President Bluehost.com ’s blog.

Does anybody know where could I find the software for free??
